On January 20, 2023, Visa will introduce the new Visa Flexible Credential prepaid card, which supports buy now, pay later purchases in virtual and physical environments. These cards will be issued in the Asia Pacific, Central Europe, Middle East and Africa regions. If you process one of these cards, the existing interregional interchange rate will apply as shown in the table below.

On October 14, 2022, Visa will introduce a new B2B Virtual Program with flexible interchange rates as shown in Table 1. Any merchant with a bilateral agreement with their card issuing bank can qualify for these new rates; otherwise, existing interregional interchange rates will apply.
This will include credit, deferred debit, and prepaid options with transaction amounts outlined in Table 2.

Starting April 22, 2022, Visa will change the Custom Payment Service (CPS) processing rules wherein transactions with cardholder credentials stored on file will no longer qualify for Retail Key Entry Interchange Program. Instead, these transactions will qualify for other eligible interchange programs based on the transaction criteria.
On April 14, 2023, the Visa Signature and Visa Infinite fee names will be updated as follows. Rates remain the same.

On April 1, 2023, Visa will implement a $0.10 Magnetic-Stripe Data (MSD) Contactless Fee for each POS Entry Mode 91 for both sales and refund transactions.

On April 15, 2023, Visa will launch their Flexible Credential credit card in the United Kingdom. This card supports buy now, pay later (BNPL) transactions in card-present and card-not-present environments. The existing Visa Interregional Premium Card Fee of 1.80% will apply when this card is processed.

• Zero amount account verification messages, • Successful 3DS verifications, • Verification results not received by the bank due to an error, and • Returned values that are not M or N |

Effective April 14, 2023, Visa will no longer consider the merchant category codes (MCCs) in Table 1 eligible for the Visa U.S. General Services Administration (GSA) Corporate T&E Level 2 and Level 3 interchange fee programs in Table 2. Instead, these MCCs will qualify for the appropriate card-present and card-not-present interchange fee programs shown in Table 3.

On October 14, 2022, Visa will expand the list of qualifying merchant category codes (MCC) to fully support the B2B travel segment as shown in Table 1. It will also apply new program interchange rates as shown in Table 2.

On May 21, 2022, Visa is updating the following for automated fuel dispenser (AFD) transactions with a merchant category code (MCC) of 5542:
- Increasing the maximum transaction amount limit for transactions qualifying for custom payment service (CPS) across all Visa credit, debit, and prepaid products. This change will ensure the best available interchange rates are received for larger fuel transactions that results to fewer pumps shutting off while cardholders are refueling. |
- Increasing the authorization limit for AFD $1 status checks at EMV-enabled terminals for non-Fleet card transactions, regardless of the country where the card was issued or how the card was read. Other authorization limits remain the same, such as $100 for non-Fleet cards at non-EMV enabled AFDs, $150 for magnetic stripe-read Fleet cards, and $350 for chip-read Fleet cards. |

On April 1, 2022, Visa will introduce a per-transaction fee for the Address Verification Service (AVS) as shown below. This fee will be assessed on every card-not-present transaction where an address verification is performed and results in a usable result match, including full match, partial match (street address or zip/post-code), or no match. This fee will not be assessed on Account Verifications, Account Funding Transactions (AFT), Original Credit Transactions (OCT), or whenever the address is not verified.

After an authorization is declined with Category 1*, Category 2, Category 3, or Category 4 response codes, 15 reattempted authorizations are allowed within a rolling 30-day period. Excessive re-authorization is defined as attempt number 16 and over, after an initial decline. Fees will be assessed for each reattempted excessive authorization.

Visa is grouping several fees together, collectively known as System Integrity Fees (formerly known as Ecosystem Risk Performance Program Fees). Please note these fees have previously been communicated and we want you to be aware of the System Integrity grouping that includes the rules and fees noted in the tables below.
Enhanced Decline Code Management
Many of the System Integrity Fees are based on Enhanced Decline Code Management, which groups existing decline codes into four categories. You can receive both the Visa decline code, and the corresponding category (noted in tables 1 through 4 below), alongside the existing Authorization response code that you get today. Please reference our Developer Center for more information.

Update: Visa has deferred Visa Stop Payment Service to November 2021 and the first billing will be in February 2022.
Visa is introducing the Visa Stop Payment Service (VSPS). VSPS replaces the Pre-Authorized Payment Cancellation Service (PPCS) and allows a cardholder to contact their issuer to stop future recurring payments from debiting their account. When a cardholder’s stop payment request is ignored, the merchant can expect a Repeat Authorization Decline Fee of US$1 on the fourth authorization attempt and US$1 for each subsequent authorization attempt.

Beginning July 1, 2021, Visa will extend its U.S. processing integrity program and associated fees to include authorizations for returns and return transactions that are not compliant with Visa’s authorization, reversal, and clearing requirements. These fees will be included in merchant billing statements beginning August 2021.
Zero floor limit fee will be charged if a return transaction is submitted without an approved authorization.
Misuse of authorization fee will be charged if an approved authorization is not matched to a return transaction within 10 or 301 calendar days, or if the authorization was not reversed within 24 hours for card-present and 72 hours for card-not-present transactions.

The Mastercard Installments Program went into effect in April 2022. This program allows issuer approved cardholders to purchase large ticket items and set up an installment payment schedule with the issuer. The merchant will receive payment for the entire transaction amount at the time of purchase, as they do with other Mastercard transactions.
Enrollment: Mastercard will automatically enroll merchants in the Mastercard Installments Program.
Rates and Fees: From April to July 17, 2022, Mastercard standard interchange categories and rates will apply to Mastercard Installments Program transactions (see Table 1).
Effective July 17, 2022, new Mastercard Installments Program interchange rates and Program fees will apply based on merchant category codes (see Table 2 and Table 3).
Opt-Out: Merchants can opt-out of the program by contacting Chase. Mastercard Installments Program transactions accepted by a merchant that has opted-out of the program will decline at the point of sale.
Merchant Advice Code: To identify declined Installments Program transactions for non-participating merchants, a Mastercard Merchant Advice Code (MAC) value of 22 has been added for the
Program (see Table 4).
MAC 22 will be provided with the decline response.

Starting April 11, 2022, Mastercard will update the billing structure of the Digital Enablement Fee (DEF) by expanding the fee to card-not-present authorizations, increasing the overall rate, enforcing a minimum assessment, and introducing a maximum assessment. Please refer to the updated DEF rates and applicable transaction amounts in Table 1.
Due to this expansion, several fees will be reduced to $0, effective April 11, 2022, as shown in Table 2.

On April 15, 2023, Visa will launch their Flexible Credential credit card in the United Kingdom. This card supports buy now, pay later (BNPL) transactions in card-present and card-not-present environments. The existing Visa Interregional Premium Card Fee of 1.80% will apply when this card is processed.

On February 1, 2023, Mastercard will reduce the threshold of declined attempts for the Excessive Authorization Attempts Transaction Processing Excellence (TPE) program from 101 to 71. A new threshold of 35 declined attempts on a single account number, from the same card acceptor ID per 30-day rolling period2, will also be put in place.
The existing Excessive Authorization Attempts fee will remain $0.50 per transaction over the threshold.
1. Attempts over threshold within a 24-hour period.
2. Authorization attempts declined daily count towards the monthly threshold, but customers will not be assessed twice for the same authorization attempt.

Update: Visa has deferred Visa Stop Payment Service to November 2021 and the first billing will be in February 2022.
Visa is introducing the Visa Stop Payment Service (VSPS). VSPS, replaces the Pre-Authorized Payment Cancellation Service (PPCS), and allows a cardholder to contact their issuer to stop future recurring payments from debiting their account. When a cardholder’s stop payment request is ignored, the merchant can expect a Repeat Authorization Decline Fee, of US$1 on the fourth authorization attempt and US$1 for each subsequent authorization attempt.

Enhanced Decline Code Management
Many of the System Integrity Fees are based on Enhanced Decline Code Management, which groups existing decline codes into four categories. You can receive both the Visa decline code, and the corresponding category (noted in tables 1 through 4 below), alongside the existing Authorization response code that you get today. Please reference our Developer Center for more information.
